I'd imagine the big contractors that have experience building armored vehicles and mraps, like BAE Systems, Lockheed, Oshkosh, Navistar, and others were none to happy and it just smacks of corruption to award it to Tesla without any sort of competition and bid-process.
My hunch is that Tesla will still get it but by the time the contract is awarded the Trump admin will claim Tesla was the best choice. Some of the other mfgs might try to get into a joint-venture with Tesla knowing that they will lose out if they don't, because of Elon's influence over Trump.
