firstly, just because they may not have left the house that day with a gun, doesn't mean the mob mentality didn't change their intent once arriving. second, an ultimate goal of one day overthrowing the government may eventually require weapons. perhaps they wanted a single half of the capitol building for negotation powers. perhaps they assumed they could at least get one foot in the door, so to speak, without weapons. saying "they weren't ALL armed with weapons" doesn't prove an intent of any kind besides "most of them didn't intend to leave the house with a weapon that day"
