We..the US maritime border enforcement people have been doing it for decades...are pretty good at this..usually it's a chase and an "alto su barco" and depending who it is doing the enforcement, might be a "heave to" and be boarded, with a famous YT vid...or maybe a few friendly exchange of small arms fire that results in a disabled engine...

...but now the rules may have changed...
