If the boat was under and survivors had swam away from it and were targeted in the water that would be different. If they choose to get back in the boat then its no different then when rhey were in the boat before the first strike.

You're giving too much credit. It's often a false equivalence that gets quoted as to why Trump should do it. The classified documents issue is an example, where Biden had some docs, but he actually returned them when requested. Somehow this was seen as an equivalence to having documents and refusing to return them upon request.
