China went from being a major financer of Venezuela to being just one of the many countries that still do business with Venezuela in a very transactional way.

This is like when people claim Bolivia is the largest lithium deposit in the world, China isn't investing into any sort of major drilling job, its mostly reactivating wells that were left in disrepair after the looting of Venezuela by its leader and its cronies.

The oil beneath Venezuela is valuable as the diamond rains of Saturn, you need to spend tens of billions to get it out and that's money China isn't investing after Chavez caused them billions in losses from unpaid debts and failed projects.

There’s a solid documentary that essentially shows why Venezuela is entirely their own worst enemy in terms of oil production on YT. I can't find the link but it basically goes:

Good, making money
Communist corruption and an incompetent government take full hold
Bad, not making money refineries are inoperable

There's more nuances but, I think that's the just.

I don't honestly think anyone wants to sink cost into restarting their production either. It's too far gone considering the more available resources that litter the globe.

I would assume almost none is owned by China since their oil industry is nationalised.

They produce very little due to aging infrastructure, which they can't improve because almost no foreign investors want to put their money into a country which is so heavily sanctioned. It's declined to a terminal point - their tanker fleet is no longer authorised to operate in international waters, as they can't keep up with modern safety regulations. Their economy only worked when oil prices are high, and when you've got powerhouses like the US and Saudi Arabia wanting to push the oil price lower, that only makes their situation worse.
