Iron Dome isn't anti ballistic weapon at all. It might take down for example Grad 122 mm MRLS rocket with very high success percentage etc.

However imagine that 1 Grad launcher usually does have 40 missiles. Rockets.

I believe the ones in Jerusalem were generational probably and just allowed to stay. Even the border is a mess. I traveled from Egypt to Israel by bus. At the border it was literally hundreds trying to cross. Wives crying being separated from husbands etc. Real chaos. Israel instead offered an entirely new framework instead of proceeding to phase 2, hence Israel's attacks to start Ramadan came as a surprise to Hamas and most of the West.
