Honestly I think he thought he could help. There were conspiracies that he was taking over, that he will use Trump etc. Ultimately he risked a lot considering the majority of his sale market are environmentally conscious and left leaning. In the era of globalization, diplomaticy in economic is either mutual gains or mutual losses. We need to see how things will evolve in the long term to really judge.

The problem with the US, is that when politicians, by trying to be relevant, will push economic warfare policies, without that being their field, at the expense of being the one harmed the most from the same sanctions/taxes/tarif they instaured.

It just do not look good. DOGE is a good thing, the US dying empire always had a problem in treasury, effiency is lacking in it's institutions. I'm not a follower of the situation, but numbers will reveal all, because men lie, women lie, but numbers do not lie.
