If he did what you suggested then nothing would change. You still gotta meet hiring requirements even as a diversity hire.
I understand but having gone through multiple government hiring processes (federal, state, county, city, etc) you can be on a hiring list but never get hired because there are many more candidates ahead of you who did better. DEI allowed some lesser qualified candidates to get hired ahead of people who scored better.
I make no judgements whether DEI was a good or bad method for hiring(diversity does have a certain value in of itself and there are often jobs that require soft skill sets which may not get represented in testing) I am merely stating that many government agencies were hiring people who 'passed' but scored quite low on the hiring lists. Some measures make sense such as veterans receiving extra points and can score beyond 100%. I had been #1 on a couple different hiring lists and there were candidates with preference points who got hired ahead of me. It wasn't a big deal to me.
