It's very clearly all of the above. There isn't enough food getting into Gaza so civilians are starving, and Hamas is putting its members ahead of hostages and civilians for food. The former is the larger problem and more easily addressable by the US since warlords are gonna warlord.

He's talking about Palestinians returning during the rebuilding process. He says in the interview, "if they have to return now, it would be years before they could ever, it's not habitable, it would be years before it (their return) could happen."

You don't want a bunch of families trying to return during the rebuilding process with all the dangerous bombing aftermath, rubble, unexploded munitions, etc. It's too dangerous.
