Yes, people have misidentified some aircraft, we've been over this. I even pointed this out in the other thread you commented on.
It doesn't make sense for it to be training for many reasons.

What, military or exercise? If you want an example, just think of red teams in IT. They're constantly doing pen testing. The sys admin sitting on the other end may realize something is going on but not know what is going on. They'll follow whatever procedures they have and notify their supervisor. Those same steps keep being applied up the chain until the situation is resolved or exercise complete. Now apply that same methodology to drone testing and you can see how things start spiraling out of control. Everyone knows something is going on but nobody knows what's going on.
Ok but that's a IT thing right? What about an example like this drone thing where you are closing air spaces and presenting possible harm to the public for a month and causing friction between state and federal government. The Pentagon has had to answer for it and the White House. Also when a supposed test like this ends they're would be blowback.
But why hasn't anyone taken credit for it if thats the reason. I would think someone would want the public to know to spark panic.

Just scale up. These drones are the size of cars, so pretty big, therefore effects are bigger. Then there's the question of capabilities. You match the target environment to the capability you're trying to test.
