But why wouldn't they fill in local military bases and local police or maybe the governor? What is so secretive that you have to keep Senators in the dark? Why possibly cause mass hysteria? I can't see this being any kind of training exercise. They wouldn't do it in this manner.

Depending on the exercise, you may not want people knowing or you may just give them minimal information to keep people from being injured.

Also, if the military didn't shoot them down is because someone higher up in the chain of command told whoever was in charge of that base to stand down when the request for permission to engage was made.

When I was in we would run exercises in phases. The last part would be the capstone where everything you've learned get run through live exercise minus actual shooting. That's just my experience.

There's no guess required. Our military can shoot down multi stage multi warhead ballistic missiles traveling at multiple times the speed of sound coming from outer space.

But for some reason they're not shooting down civilian to commercial grade drones flying in controlled airspace that can be spotted from the ground with just your eyeballs.

It makes plenty of sense if you stop trying to fill the blanks with bullshit other people are making up online.
