Possibly the point is to decouple from enemy states economically, strengthen allies by forcing them to do the same, in a controlled manner instead of enemy states being able to pull the plug on strategic imports when it can damage the US the most. By rearranging the economic set of cards, new domestic businesses in strategic resources and manufacturing will be able to flourish. The perceived incompetence of Trump makes the pill easier to swallow than a planned deglobalization because of the new "multi-polar world order." If the elites, whom have been talking about the multi-polar world order since a few years, came out and said "Hey, let's make all of y'all go through hard times because X and Y" people would be pissed and object. Instead it's OMG Trump dumb, Trump bad, etc, it's perceived as being out of anybody's hands and the overall credibility of the system is never damaged.
