Topuria is the FW Champ and there's fights available to him in his own division (Volk rematch which sounds most likely, then there's Lopes, Evloev).
As Champ he'll get PPV points for defending his belt so he's not going to miss out on millions of dollars to fight a No 1 contender fight at his standard base salary.
He'd have to vacate the belt if he's not prepared to fight people in his own division which he isn't going to do.
The UFC aren't going to waste their new superstar in a No 1 contender fight. They're going to want him headlining PPV cards.
