Jones signed his deal before Francis made his decision to leave meaning he'd agreed to fight Francis in particular.

Before Francis left Jones promised fans a minimum of 3 fights. It is strongly implied he was talking about Francis, Gane and Stipe. Francis leaves now he wants to do only 2 fights.

In order for him to fight jones after gane he would have had to sign a new deal. The ufc did not want to do a 1 fight deal. They didn’t want to allow him to box. Francis made a better decision for himself

Francis was injured after Gane in Jan 2022 and no longer even had a contract with the UFC now that he'd fought it out. That's why Jones couldn't fight Ngannou while Ngannou was out and why they were instead initially looking at Stipe.

This all happened not even a year ago. Give it a few years at least before trying to re-write history.
