If the prior for that prison was having a low standard of care (and there is some indication that it may have been poorly-administered), then no, it isn't conveniently timed, it's just a negligent prison, which is something that isn't really unusual.

Im still not sure whether it was Trump or if he killed himself. I believe if he did kill himself, then it was because Trump ordered him off suicide watch so it would happen.

There are prisons all over the country. It doesn't have to be just in California. Just saying that all the famous prisoners are not going to be housed in a single facility. You can google yourself some of the more well-known prisons. See who has been housed at places like San Quintin. Charles Manson was here. Scott Petterson is here here somewhere in California. Dating Game Killer. Guy who assassinated Robert Kennedy. Guy who started Crips gang was here. Rick James. Suge Knight. Probably dozens of famous serial killers.
That's not "quite a few important steps," it's suggesting negligence by guards which isn't surprising, and some sort of determination about his status under suicide watch for which we have no information other than it ended before he killed himself. That's where the investigation comes in. And yes, it's more likely that the prison was not following procedures than there being a conspiracy.Let's be clear here.
