Its true that Biden joining the EU in lifting those sanctions helped but your own source points out that those oil exports began to rise in 2020 while Trump was still in office. In fact it looks like those exports doubled by the end of that year from their low point earlier in the year due to Chinese demand.

I'm glad you read the source beyond the headline this time though.
