Where is that 70% number coming from? Russia had made it adamant well before this that they wouldn't agree to any sort of temporary ceasefire, only a full peace agreement. There is no benefit to a temporary ceasefire for Russia who is in the driving seat. That only allows Ukraine to build up their defenses to continue fighting. It was clear the moment they talked about a temporary ceasefire that Russia would not accept it, everyone knew that.

The West and Ukraine tried repeatedly to negotiate with Russia to no avail.

Russia has made clear that the only thing they are willing to negotiate its Ukrainian terms of sureender
