You can tell if someone can see or not by watching their reactions to movement and light. You don't need to just take their word for it. You can see them seeing things or not by watching their eyes and how they react to the world around them.

Why have a doctor do it then ? The flashlight to perform a quick pupillary light reflex (PLR) test, which helps detect certain types of eye or neurological damage.
