i was gonna say less about the height, and more about how he's not fighting for the title.

Shavkat has indeed dealt with adversity... He's been dropped several times in his career, but he always manages to come back and finish the fight. He's as tough as they come.

Surprised Nick Diaz is 6‘1. And by your logic Khamzat also would be too tall for WW but we saw what happened.
 
But is height really the determining factor, or is it other things like reach, that could be height related, but maybe not?

Reach dictates spacing more than height does, imo.
