Only one of the guards would have to be in on it and slip the other guard something to put him out for a few hours so he could turn the cameras off and get it done, then say he was also asleep during tha time. This could have easily been done with a very small circle of people knowing about it.

Wouldn’t even take “slipping” him anything, having worked shift work, I can attest to the fact that there are jobs out there where the status quo is “I sleep today, you sleep tomorrow” OR, “I sleep half the shift.” most likely they’ve been doing something funky paperwork wise for a while, and this is where it catches up to them
