First off, DDP isn't ducking. I agree with him that Chimaev would be a much more exciting and difficult challenge for him than Strickland.

However, the Strickland fight was really close and I think he should fight Strickland next to clear any doubt as to who is the better fighter. I would like some closure in that regard.
