Of course not, wrestling and strength are basically synonymous. There's a video of Rose Namajumas wrestling strongman Mitchel Hooper and you can tell he can do whatever he wants. She has trained grappling for decades full time while he did nothing but lift weights.
I don't know how much he weighs, but if he's a strongman, he probably was three times her size. No amount of talent is going to overcome that. (EDIT: Looks like he's two and half times her weight: 325 vs 125.)
On the other hand, if you've got two people in the same weight class, then technique BECOMES strength. You don't need to overpower all of a person; just one area at a time. That's why grapplers have great control; not because they're all strongmen, but because they know where and how to apply the strength they do have.
