Damn, I thought for sure it was Holmes. But, it sounds like maybe it was someone who wasn't promoted by King & said it as an outside observer. So, I want to say Leonard but he's not linked forever with Holmes so I'll go with his fellow '76 Olympian, Michael Spinks. It seems out of character for him but...

I was a Brooklyn, NY road warrior who made my pro debut in Kingston, Jamaica & 85 pro fights later finished it in Georgetown, Guyana. I won a world title in South Korea & defended it in such far-flung places as Jakarta, Indonesia & Lagos, Nigeria. I was only knocked out one time in my career.

I was born in Mass. and am a multiple time world champion. Almost 70% of my victories came via KO. My fist two losses were via split decisions. I fought on three continents and took the belt from an all time great, who I fought three times. At least three of my losses were to fighters closely tied to PEDs, in fact one loss was over turned. Another all time great refused to fight me. Although I fought numerous big punchers, I was only stopped twice- once by somebody ranked on the list of greatest punchers of all time. The other was in my last fight, when my corner threw in the towel.

I won the belt, which was vacated by a legend who wanted a superfight, by defeating an undefeated fighter from Jamaica. He beat me by SD in a rematch, breaking one of my ribs. In my career I also handed a 38-0 Brit his first loss and beat him again in the rematch.

Cooney would fit your description for the most part.
Good guess but the fighter I'm looking for was around just before Cooney. His ring moniker will give away his identity but I left a big hint to it in my description of him.
