First: The Nevada Ac does not have "unlimited authority" It has authority over people who want to fight in their state. Wand has fought there before, numerous times, and was actively promoting a fight at the time, and fits the criteria of a "contestant." This is not some guy off the street that they are shaking down.
Second: They are not "taking as many money as they want from someone." Fight purses are regulated and approved by the commissions. This is not new. His fine is a proportional percentage of the purse that he would have gotten from the UFC, as per his UFC contract.
This is why we disagree. Because you are full of shit. Wand just spent a whole damn TV show season training for and promoting this fight. It is well within the rights of the AC that has jurisdiction over that fight to drug test him, whether he signed the bout agreement or not. This does not make it 1984.
Why should he take the test? He didn't sign a paper to fight or pursue a NSAC license.
The current system gives cheaters countless chances to come back and make money for themselves and ufc (and more importantly state of nevada). Meanwhile, another guy talks bad about ufc and fighter pay at the end of his career gets banned for a test he had no contractual reason to take. I get that you don't like wand and that's fine, but you can't tell me these guys are a clean AC.
Got to say, I'm pretty sure NSAC have had their expensive lawyers go over their decisions beforehand to check they're enforceable.

The state regulation gives the commission the power to fine anyone that is falls under the jurisdiction.
As for amature fights, well as long they fall within that definition the commission would not have the jurisdiction.

if i were wanderlei, even if i didnt want to fight anymore, I would take another fight outside of nevada just to send the NSAC the big "FUCK YOU!!!" and show them that their penalty doesnt mean shit. He should take a fight in a state bordering nevada, at a venue that people from vegas can easily get to.

yes it is actually. People run from tests, make up bullshit excuses and hope to get away with murder. The Athletic Commission is making it clear (by a harsher penalty) this is not acceptable. Now fighters know that running from the test is a bad idea.

No. Date and place are different. The Bout agreement has to be changed and agreed to.
The original bout agreement was for Brazil which gave Nevada NO jurisdiction. Unless he signed the new agreement for the new date and venue. he would still be outside Nevada's jurisdiction.

Nothing wrong about NSAC punishing people doing shit. But they must have good grounds to do it, which they don't. Actually, their argument to justify their jurisdiction over a non-licensed fighter is as solid as Wand whining about how the UFC treats fighters to justify his "retirement".

Yes, but this is referring to a person in the bout agreement or application for a licence. If that was the case, they would have jurisdiction over any fighter in the world who gets paid to fight. But they don't.
The contestant is one of the two persons on the bout agreement in Nevada who are engaging in combat for renumeration.
