It didn't appear to me the migrant was presenting an imminent, immediate danger to anyone nearby, so I believe he went to far, and created a greater hazard to everyone by escalating things. That's not his job, and not his authority. This is why we have police.

There was no candlelight vigil for me, and nobody sympathetically questioned my life path that brought me to that moment.
