We have freedom of movement in America. If you want to move to another town, they don't have to vote to allow you to buy or rent a place.

And beyond that, in this case, the community leadership in Springfield went out of their way to recruit these Haitians from other areas in the US and in their home country.

They created marketing material and provided them legal resources to help them move and work there.
