It is only puzzling if you are really dumb, aka a magat.

Trump is picking items he knows will disparately impact Canada and Mexico hoping the pain makes them submit.

The other countries are targeting goods that hurt the US more than they will themselves to ensure there is some attempt to making sure the US also feels the pain.

If pain is felt by all sides the desire to keep the Trump picked fight should diminish on all sides. If Trump knew it was mainly Canada and Mexico only feeling the pain, he would look to squeeze more and more and increase it, always seeking the best deal he can get.

And note, this is no longer about fentanyl, as Trump got his meaningless photo op concessions on those items already.

I mean you can think that, but it is not true. History has said otherwise for how politicians are held accountable. Hell Trump was supposed to be the person who fixed inflation when his policies pre-COVID were inflationary. Did any Conservative call him out for that? Hell Biden was blamed for inflation when it increased during Trump's term and decreased during Biden's.
