While there are some homeless folks that are down on their lucky, looking to make life better for themselves, a larger part is either on drugs, has mental issues, or a mixture of the two. The mental aspect seems to be one that our society is more than happy to ignore.

I can't speak to the massive homeless problems in California. Here in Cleveland it is just as you describe. There are some people who are down on their luck and the system, though imperfect, usually works pretty well at getting them back on their feet. A large majority however, struggles with mental illness and/or drug addiction. It's usually both. That obviously complicates the issue.

It's good that San Diego is at least trying to reduce the squalor and improve conditions, but to really solve the problem takes a lot of individual care and is very time consuming and emotionally draining.
 
There's a deeper problem below dispossession, do some research about it.

Dismisses link to large group of people that have helped the homeless since the 1940s by calling it a conservative strawman, tells person to do research while claiming tents are better for the homeless than free homes, after claiming there are enough empty homes to end homelessness.

I think it makes sense to separate the ones who are simply, down on their luck and start with getting these people help.

At some point though adults have to take accountability and if they would rather choose drugs and be homeless than lead a more productive life there really isn't much we can do.
 
This is awesome. I'm all for this. Happy my tax dollars are finally counting for something other than Israel and war. As a human race I believe in empathy and charity. Something Republicans don't believe in. Cruel humans who stand against this. Only selfish bad people opposing this.
 
Good. At least it's something that will help the homeless, that truly need it. Not going to start jumping up n down with glee. Homelessness in America, along with our drug, gang, and mental illness issues aren't going away. I pray this does good for people willing to avail themselves of this aid.

There are two major homeless shelters in my area I've volunteered for. One does exactly what you prescribe and tries to separate out those who can be easily put on a track to success from those who need some food and a place to crash. The other seems to lump everyone in together and focus on meeting basic needs, although that may not be entirely fair to their operation. That one is closer to downtown, not that far from the football stadium, and I think they are a bit overwhelmed by numbers, which are small compared to West Coast numbers.

The womens' shelters seem to have a higher percentage of people just in temporary bad straits due to domestic violence. But they have plenty of crazy folks and addicts too.

A decade ago downtown was in rough shape simply because of the amount of beggars, plus the sordid Occupy camp. The FBI eventually arrested several of the Occupy leaders here for conspiracy to blow up one of the I-75 bridges. And after Cleveland legalized gambling the city has tried to clear out public square of vagrants more aggressively due to pressure from the casinos. It seemed to work well at first, and downtown became a pleasant place to visit again. Well, relatively.

Yeah pretty much this. Spend the majority of that money on treating mental illness and a lot of the homeless population will be much more well adjusted, sober, and off the streets eventually. It will take time but you have to tackle this problem at it's core.

I'm sure the tent thing will help a fair amount of people, but there are also those that will be enabled by it.
