They don't have enough officers to cover all the shifts. Because less and less people are choosing LE as a career, at least in certain places. Why do you think that is?

They’re at 740 officers, but they have the budget for 850.
They’re running at 87% of officers, but they’re going to to stop sending officers out for crimes include thefts, harassment, criminal mischief, burglary alarms, etc. And there’s only going to be 20 officers overnite.
This sounds more like someone didn’t like that their budget got cut, so they decided to take it out on the citizens.

Crime up, crime down, arrests up, arrests down, basically anything they wanted to prove could be done by having police and the judicial system strictly enforce the law, or not.
Yes, they have about 85% of the officers they have budgeted for, and are only not sending them out for a 4 hour window that's...you guessed it...about 15% of the hours in a 24 hour period. Hmm.
So no, the issue isn't budgetary. They have the $ to pay officers, they simply can't find enough people that are applying for the jobs to fill all the shifts. So again, why might they be getting that many less applicants to fill the spots that retiring officers are vacating? Any sentiments that have garnered attention in the last few years that might just dissuade someone from pursuing a career in LE? C'mon, I bet if you really try you can come up with it.
