THIS 100%. I am not ashamed to admit it but I was a put in a psych facility in mid 2006 after an episode due to my major depression and drug use. Was put on suicide watch which put me in a room right next to the nurses station which had a camera in it. I was able to do serious damage to my right arm. Took no less than 15 seconds or so to do what I did before they noticed and rushed in.

My understanding is that not all the cells have camera's recording the occupants, and only the corridor.
Supposedly he'd recently been moved out of suicide watch back to the Special Housing Unit (solitary).
According to the reports they typically don't keep them on suicide watch for extended periods in order to save on costs (which is bound to be the end of someone's job, hence the investigation). Apparently taking them off suicide watch requires the psych. and warden to sign off, and possibly higher ups in high profile cases like this.
I can't find a definitive answer on whether the SHUs are under surveillance (or Epstein's in particular).

My brother in law is a CO here in Nassau county and those who are in the SHU at his jail aren't watched 24/7 but are periodically checked on by them and that includes high profile people.
