He's talking about weapons eventually being routed up to people we had already been arming across the near East (he didn't just mention Syria) for the past decade who have been allied with us in varying armed conflicts during that period dating back to the invasion of Iraq in 2003. Chemical weapons are among them, and we knew that because we knew Gaddafi had them. It's all part of a proxy war with the Iranians/Russians that men like Romney were highlighting in the 2012 Presidential campaign. Everyone knew this was where these world powers were attempting to smuggle and steer these weapons: Russians/Iranians and us alike.
