Most places don't have the massive funding that the CA government does to address these issues. And it's not like it's a one-time thing. People have been warning about this for decades in California because they constantly see wildfires and mismanagement from the state government with these issues.
California hasn't really added any major water infrastructure since 1970s, when it had less than half the people they have now. So is it really a surprise that they are constantly lacking water, especially enough to fight wildfires that are constantly occurring in the state?

The problem I see with California is they are spending huge amounts of taxpayer money but getting little out of it. I think that it may be one of the most corrupt states in the country given the amount of money they take in and how the state just continues to decay over time.
