From my understanding, people who optimize back function (whether for flexibility or power) are prone to more back injuries. But trying to optimize for both is going to guarantee a shorter career. Arman is trying to optimize for both. It wouldn't surprise me if he's also deadlifting 300+ lbs for reps.
It's some kind of cable knee drive machine. Never seen it before either. Looks like a sports specific version that targets hf flexibility as well. The variations I've seen are done standing with an ankle attachment to a cable pulley or bands.
