In general you can’t just choose to skip fasting during Ramadan. You can’t just choose any time of year to fast; I mean, you can, but that would be a different kind of fasting. Further, you have to have a medical condition or situation that makes fasting too much of a burden (old age; pregnant). There are other conditions too, having to do with paying a donation, etc, but I don’t want to get into all that here.
