We are dealing with the current situation. In which Ank wants to fight Poatan and Poatan is openly stating that he wants to duck Ank. Facts. All else is irrelevant.

I think it's actually the better way to sell the fight.
The group of people who wants to see Ankalaev fight was small, but it's growing. The longer it takes for the fight to happen, more people will think that Alex is ducking him. It helps build some aura around Ankalaev as the dagestani boogieman that the champion is afraid of.
It also helps to sell the Ank x Rakic fight, putting some pressure no Ank to deliver great performance.
From the point of view of the UFC it's the best build up for the fight since Ank actually haven't delivered great fights:

I cut at Oezdemir fight because it's the same time Poatan (9-1, 7 finishes) have been on the UFC.
6 fights, 4 wins, 2 finishes.
