It's because of Jeff Burton and Frank Stoddard.
I know that's the reason but why not let the strategy create the drama?

Mercedes driver Lewis Hamilton says it is "clear" that Ferrari has chosen Sebastian Vettel as its number one driver, over team-mate Kimi Räikkönen, after he exploited strategy to win the Monaco Grand Prix.
Räikkönen, who started on pole position, controlled the early stages of Sunday's race, but was the first of the Ferrari drivers to pit and came back out in traffic, while Vettel pumped in quick times.
Vettel pitted five laps later to rejoin the circuit just ahead of Räikkönen, soon building up a sizeable lead, before surviving a late Safety Car period, to record his third victory of the season.
Hamilton says what Raikkonen has to be thinking.

Hamilton speaks from experience as he saw Mercedes get a championship for Rosberg to keep him happy only to have it backfire when Rosberg retired.
The race was going to be a one stop because the ultra soft tires would last the whole race. Other teams will only pit once so you can't afford 2 stops. The only reason they had to pit was to change to the slower soft tires. Strategy should have been to run on the ultra soft tires as long as possible. The ideal would be to find an opening in the traffic and pit both cars at the same time. I don't really understand why they only pit one at a time but since they do, they should do one one lap and the other the next as they could get caught out by a safety car. The only reason to bring the leader in is if there is an opening in traffic. That opening would likely be there on the next lap also. When Ferrari pitted Raikkonen, he didn't come out of the pit clear of traffic. Then they waited to pit Vettel letting him make fast laps on the ultra soft tires in fairly clear track. As the leader, lap cars have to move over for him. Once Raikkonen cleared traffic, Ferrari brought Vettel in with enough of a time difference to come out ahead of Raikkonen.
To be fair Mercedes already backed Hamilton the last race when they left Bottas out to slow down Vettel. Not that there is anything wrong with it.
I think it's totally fine to have a number 1 driver. Especially this season where everything can happen.
Nobody needed to slow Vettel, his car slowed for some reason that was enough to allow Hamilton to pass him.
huge crash on lap 153 fort worth in Indycar from totally avoidable contact.
these guys don't impress with their driving ability IMO, Kanaan with a total shit move.
8 cars out just like that
good grief, they have competition yellows in this too?
stupid.
and to finish a race like this under caution is beyond belief. 11 cars left in the race.
no wonder the series is dying
