Jon retired and didn’t fight Tom out of a favor to Dana so the UFC could keep its international British cash cow heavyweight champion. It was up to Tom to do the rest. Jon set the benchmark to beat Cyril, as did Ngannou.
Cryil lost his two other heavyweight title shots against defending champions.
Tom could not finish defending his belt vs Cyril, Ngannou had to use every second of 25 minutes to heat Cyril
Jon pretty much picked Gane up and threw him out of the cage in not even one minute Jon is the forever GOAT

All fighters at the end of their career opt for a very similar sort of selectivity, and its not just about money. Certainly not about fear either.
