He's refusing to fight by not paying the fine in accordance with his suspension. That's his doing, not the UFC.
He's refusing to do the things that he needs to do to be legally allowed to fight.
The UFC is under the regulation of the ACs. there's not a judge in the world that would rule against them for abiding by the rules of the ACs. Don't be dumb.
He could just take a fight in a different jurisdiction. Problem solved...
