The UFC are not in breach if Wand broke the rules and is suspended. There is literally no easier way I can explain this.
They cannot offer him fights because he broke the rules and is not allowed to fight. It is Wand's fault, not theirs. Therefore they have no liability in this matter.
Here is the relevant paragraph of the UFC fighter contracts. Find the part where it mentions a timeframe.

You also can't use an injury to wait your contract out. The UFC contract continues rolling for every minute you are unable to meet your obligations.

The 1st time Overeem ran he didn't even get punished. He did exactly what Wand did and fled the country.
The 2nd time Overeem ran they got him to come back and take the test and he failed it. He only got a 9 month suspension despite running twice. You would think that they would look back at the 1st time that he ran with more scrutiny after a running again and then failing a drug test. They complimented him instead and gave him a reduced sentence.

we had a AV bet for the Shogun/Chael fight, but before it even came to pass you admitted (not in a pm but a thread) that you had no intention to changing your AV if you lost. That fact that i came across your post (by luck) doesn't change the fact that you would have welched if I had not seen your post.
that with another poster (don't remember his name) told everybody you welched on his bet when we all thought you had been banned (pity they let you back).
source on this. He was in the room when told they would test all the fighters (146) but my understanding was the pre 141 test was passed on to his manager (by phone) by Keith Kizer.
If you can prove me wrong, i will admit my mistake and agree that they are the same...but i doubt you will.

No it wouldnt. Failing to participate would be reusing to fight. the contract is for fighting in the ufc, not fine paying to the ACs.
4.1 The duration of the Promotional Rights provided herein (the "Term") shall commence on the Effective Date and end on the earlier of (i) forty (40) months after the first bout promoted by ZUFFA involving Fighter under this Agreement; or (ii) the date on which Fighter has participated in at least eight (8) Bouts promoted by ZUFFA pursuant to this Agreement (the "Termination Date"), unless terminated sooner or extended further pursuant to the provisions of this Agreement.

Wand in Brazil > Couture in the US
So that's definitely something Bellator should consider looking in to. Unless of course they're afraid of retaliation by the athletic comissions. And let's be honest... those comissions go way overboard with this kind of stuff.
Breach of Contract works both ways. Just how Couture had obligations.....so does the ufc.
you know Wand lives in Vegas right? He owns business in Vegas right? so if wand breached his contract and tried to fight in Brazil, Zuffa would file an injunction and if Wand ignored it, they would file suit in Vegas and sue the shit out of him.
I honestly don't know if I agree with it or not. Seems pretty harsh considering his opponent went down in flames worse than he did.
The fine makes sense, but a lifetime ban in Nevada is over the top. He may have skipped out on the drug test, but he didn't necessarily fail it.
