Screwing up the Le test provided as a reason.

I'm all in favor of legalization of TRT in sports, but this is just a plain silly reason to not do PED testing. The UFC obviously do not care about testing.

Perhaps the problem with out of competition testing is that they were actually catching guys.

Im pretty sure this is the problem.
They don't really want that.

Accoring to Blotter on twitter the UFC is going to pay the commissions to do the extra testing. Which is okay if true. They screwed up and probably want to shore up all their financial ends with the upcoming lawsuit. However commissions all do the testing differently. They should just hire WADA or USDA or somebody else.

But the big problem with WADA or the USADA (associated with WADA) is that they would probably catch 90% of all MMA fighters. That is what is needed if they UFC wants to clean up the sport (look at cycling). But apparently, and you can see by the many posts here, that nobody really wants to clean up the sport.
