If Jones wins will be be called a two time champ? Given the circumstances I can see this going either way.

10 time champ. In the Hughes era at least, UFC used to consider each title defense as goimg towards how many times you were champ.
 
Two time champ means you lost. One time is actually more impressive.
 
2x champ would be correct because he won the belt on two occasions. Once vs Shogun and the other against DC.

All two time champ means is that you were champ, for whatever reason weren't champ anymore, and then became champ again.
 
The UFC was justified in stripping Jon of the belt. He's the best fighter in the LHW division, but he isn't currently the champion. When and if he beats DC, he'll be a two time champ.
