What rules changed? Parole status has always been revokable at any time.

The CHNV program was a blatant abuse of the parole program to being with. Parole is intended to allow people into the US for a short period of time to accomplish a specific purpose, not to bypass the immigration and refugee processes which was clearly the purpose of CHNV.
