It really depends, I'm not sure what you're not getting here. When you segregate the people by dropping them in large groups into poor communities with limited options and advantages, they are going to struggle to move past that. You saw it in Italian communities, Irish communities and still see it today with black communities.

I kind of feel like you don't really know your history on these issues. Brooklyn, for example, is still kind of associated with Italians. Boston is still associated with the Irish etc. That didn't happen by accident.
