The biggest failure is the new protocol that whenever $100,000 or more in relief goes out it HAS to go across Noem's desk. This resulted in a 72hr lag in response time. This should be a huge scandal.Summary:

This admin has these fools thinking FEMA should just be disbanded and the states should take on the entire responsibility. It's absolutely cultish. Texas has the number two economy next to California out of all the states but still manages to be a welfare state by taking in more federal dollars than it pays out in federal taxes. Texas already has their hand out all of the time.

In '22 the average take per capita in Texas was $1,400+ federal funds received in excess of taxes paid. In contrast, California was a negative $3,200 per resident that same year.

Kerr County got millions of dollars to upgrade the flood warning system under the Biden infrastructure bill, but they gave the money to the local sheriffs department because they didn't like the idea of Democrats helping them.
