If they were able to call the police, why did they go back to engaging with the guy? It's not like he's cutting them off, in fact he's telling them to leave him alone. He didn't have a weapon, they initiated the conflict twice. Sounds like they knew there was a possible danger but chose to go back and engage, over a mattress in a community dumpster. There's just no excuse for them. They had multiple ways out and showed that they knew that but chose to act recklessly.
 
Find the original post. It is in there. That second part is from a statement from the police department, explaining why the call was missed.

If you called the cops and said you are being threatened to be killed with a baseball bat I'm pretty sure they'd get someone out there. In the first place they should have just called the illegal tipping line instead of deciding they were Judge Dredd.

I never claimed it was the old man who called the police. I said the police were called, and the call was missed because dispatch was overwhelmed.

Well they wouldn't if they were never able to answer the call. Which means they recognized there was danger and either had time to call the police with him standing there doing nothing about it, or went inside and called before coming back out. Either case means they chose to engage over the mattress even though they knew it would be dangerous for everyone's safety. They chose to put themselves in that situation.

That's a nonsense point. If they felt they were in that danger, they needed to leave and get ahold of the police or someone with some authority to solve the mattress debate. The police aren't coming because your neighbor yelled, no surprise. If they brandished their guns because he made a death threat before the cops were called, then they needed to keep trying to get ahold of them to report it since it is serious, while removing themselves from the situation.

As it was pointed out, Texas law says you have the responsibility of leaving a dangerous situation and not agitating. They absolutely are guilty because they refused to put their guns away and leave the public alley, he went to get the bat after they refused and jerked off in front of him daring him to do something.
