Should the issue of diversity be a factor in ANY award?

No. Merit should be the only factor.

But when we speak of art there isn't an ironclad criteria for merit.

Diversity should be considered in that it'd be nice to see the Academy step out of its comfort zone instead of nominating the same kinds of films over and over again. As the director of Parasite, Bong Joon Ho, said in his acceptance speech when he won the Golden Globe for best foreign film:

‘Once you overcome the one-inch tall barrier of subtitles, you will be introduced to so many more amazing films’

Its especially bad in the category of animation where sometimes the Oscar voters haven't seen any of the films nominated or only watch what their kids take them to see and therefore vote for the Disney film of the year by default at the expense of foreign animated films or less known ones.
