That is what ground conflict does to cities.
London, Tokyo, and Dresden are all cities that rebuilt themselves after the war. Russia does not care about the destruction of cities at this point. That will be taken care of after the conflict is over. Putin is not the one getting fucked, Zelensky is.

Luhansk oblastj had factories producing acids for businesses, fertilizers industry. Now these doesn't work and needs rebuilding ...plus they will have to build new thermal power plant for these because they had deNazified some power plants in Luhansk Oblastj.

Also mining industry: antracite, coal, gypsum, clay, sand, gravel, construction stone etc.

In order to earn with them, ofc infrasttucture in needed, oligarchs ofc does wants that Putin will use federal budget for this...

With Luhansk city looks that Putin does wants to build some new blocks in order to prove how good and great he is.

Despite ukr is poor, there are fields where you might earn profits without any big investments.
For example currencies exchange is fast return of investments business where you don't invest a lot and are earning from commision fee plus difference between exchange rates you are purchasing/ selling currency.

Then there is gambling sector too...both legal and under the table...

Oil refineries mainly were privatized long ago and ukr oligarchs had purchased for them russian crude oil.
Later due to " cool managment " ukraine had only 1 refinery in working condition left....cos oligarchs didn't had invested in upkeep...
Then they had started to purchase more gasoline, diesel fuel and lubricants for their gas tanks chains...from russia...

A lot of other opportunites how to control sectors not mentioned here....etc.
