or would an attack on the wrist count as small joint manipulation? Ankle locks are fair game, what about the wrist?

When somebody is defending a Kimura, they might straighten their arm out to prevent their arm from being cranked behind their back into a Kimura. Of course now in the straightened arm state this now leaves them vulnerable to having their elbow hyperextended just like a regular armbar.
