I think someone just locked the crying girl in a room and someone keeps stomping up and down the stairs. Not sure who, but someone came over and knocked on their door and went up to their apartment.

If your main concern is for the children then yeah I'm all for you being in their business and doing what you feel is right. However, you said you were only at that place for the holiday correct? If that is the case and noise is your only issue then you should probably tough it out until you leave.
