No, after 28,000 have attempted to cross. That number refers to border encounters which includes those who are turned away or stopped before they enter the country. Again this what I mean when I say you're clueless.
Whats in the bill to stop them from coming? Whats in the bill that empowers border patrol? Whats in the bill that counters people who sneak in illegally?

The bill streamlined the asylum process which is one of the core issues at the border
Next, the bill establishes an expedited process that authorizes asylum officers to adjudicate certain asylum claims. Among other provisions, these provisional noncustodial removal proceedings impose certain target timelines for determining asylum claims and limit review of denied claims. The bill also establishes a stricter threshold for individuals to remain in the United States pending adjudication of an asylum petition.
As for support for border patrol
For an additional amount for “U.S. Customs and Border Protection—Operations and Support”, $4,001,239,000, to remain available until September 30, 2026: Provided, That of the total amount provided under this heading in this Act, $2,091,363,000 shall be for operational requirements relating to migration surges along the southwest border, counter-fentanyl activities, necessary expenses at ports of entry, reimbursement to the Department of Defense for border operations support, and other related expenses; $1,134,876,000 shall be for the hiring of U.S. Customs and Border Protection personnel; $25,000,000 shall be for familial DNA testing; and $750,000,000 shall be transferred to “Federal Emergency Management Agency—Federal Assistance” to support sheltering and related activities provided by non-Federal entities through the Shelter and Services Program: Provided further, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
For an additional amount for “U.S. Customs and Border Protection—Procurement, Construction, and Improvements”, $2,334,000,000, to remain available until September 30, 2027: Provided, That of the total amount provided under this heading in this Act, $2,000,000,000 shall be for acquisition and deployment of non-intrusive inspection technology, $260,000,000 shall be for acquisition and deployment of border security technology, and $74,000,000 shall be for acquisition and deployment of air assets: Provided further, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
The bill also included additional funding for ICE
For an additional amount for “U.S. Immigration and Customs Enforcement—Operations and Support”, $6,043,876,000, to remain available until September 30, 2026: Provided, That of the total amount provided under this heading in this Act, $1,671,614,000 shall be for increased custodial detention capacity, $2,465,643,000 shall be for increased removal flights and related activities, including short-term staging facilities, $415,752,000 shall be for hiring U.S. Immigration and Customs Enforcement personnel, $203,765,000 shall be for counter fentanyl investigations and enforcement, and $1,287,102,000 shall be for increased enrollment capabilities and related activities within the Alternatives to Detention program: Provided further, That such amount is designated by the Congress as being for an emergency requirement pursuant to section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
This is just scratching the surface as the bill also included funding for other agencies like the FBI, DEA, and USMS in so far as they have functions that relate to border security.

The last thing Trump voters want to see is good policy that does a thing they want because then they may have to admit that the government is not all that bad which runs contrary to their narrative and even their personas they've cultivated surrounding that narrative.

They can't handle that level of introspection.

But let's be honest here, Republicans and Democrats weren't against the bill for the same reason. Democrats like Sanders didn't like that it compromised too much with Republicans like the fact that it didn't include amnesty while Republicans voted against it because Trump told them to. Very different reasons.

Quite the opposite, it was written in part by Republican Senator Langford so that it would be more likely to pass as a bipartisan bill.
